Iillinois Governor Pat Quinn’s visit to Troy makes for a sweet ending to the story of Chloe Stirling, the “cupcake girl.” Quinn signed a bill Tuesday putting Chloe’s homemade cupcake business back on track after she was shut down in January by Madison County health inspectors. The bill lightens regulations on home kitchens where people make less than $1,000 a month from food they make for sale themselves or by religious or charitable organizations.
