Quinn To Sign Cupcake Bill In Troy

For a girl from Troy, a visit by Governor Quinn is the icing on the cupcake. Chloe Stirling had her homemade cupcake business shut down by the Madison County Health Department in January, saying she was out of compliance with health regulations for food. A bill passed this session overrides those local rules and sets standards for selling baked goods made at home. Quinn will sign the bill at the Stirling family home tomorrow.
