Suicide At Oil Refinery In Roxana

The Madison County Coroner’s Office has announced that an off-duty employee of the Phillips 66 refinery in Roxana took his own life Monday morning.

45 year old Paul M. Scroggins, of Wood River, was discovered by a passing truck driver on Heavy Haul Road at “L” Street on the refinement property Monday morning. Scroggins was pronounced dead at the scene at 8:25 a.m.

The investigation at the scene indicated that Scroggins placed a rope around his neck that was tied to a utility pole and got behind the wheel of his Ford F-150 pickup truck. He rapidly accelerated the truck, resulting in the fatal injury. The vehicle then crashed into a tree.

Madison County Coroner Stephen P. Nonn says the investigation does not indicate any foul play.
