A registered sex offender was arrested in Madison County last week when he was spotted watching children at a swimming class.
On Tuesday, July 5 a woman told a Madison County Sheriff’s Deputy that while she was shopping at the Wal-Mart in Godfrey, she caught a white male taking a picture under her dress. She said the man had been following her around the store and she caught him kneeling behind her holding a cell phone to his side under her dress. She confronted the man who left the store in a dark green older model vehicle.
Deputies worked with Wal-Mart security, reviewing surveillance footage, and linked the vehicle involved to 25 year old Matthew A. Banks, of Alton.
While that investigation was underway, deputies received a call Wednesday, from the parent of a child participating in swimming lessons at Lewis & Clark Community College reporting that Matthew Banks was allegedly watching the children who were attending the class. The parent knew Banks and knew he was a registered sex offender. Banks reportedly left the college driving the same dark green vehicle.
Banks was located later that evening walking on Gerson Avenue in Godfrey. He was taken into custody and faces charges of alleged Unauthorized Video Recording and alleged Sex Offender Being Present at a Program Directed At Persons Under the Age of 18.
Banks had previously been arrested in Madison County in April 2015 when the mother of a 4 year old witnessed Banks performing a sexual act next to her vehicle in the parking lot of the Godfrey Schnuck’s store, in the presence of the child, leading to his status as a registered sex offender.
