Per an ordinance approved by the city council several years ago, rates adjust automatically each year. The council did this to keep a big increase from occurring at one time.
In addition to adjusting rates for utility users, who live inside and outside the Greenville city limits, the city also uses the consumer price index to set the bulk water rates for villages and the Central Illinois Public Service plant near Coffeen.
